Palli Karma-Sahayak Foundation (PKSF) organized a seminar on “Extension of Appropriate Agricultural Technologies: Experience of PKSF” at PKSF Auditorium, Agargaon, Dhaka on 25 January 2015 as a part of the year-round celebration of its Silver Jubilee program.
The seminar became a platform to disseminate knowledge and share its experience on the extension of appropriate agricultural technologies which are useful in increasing agricultural productivity.
The seminar was chaired by Dr. Qazi Kholiquzzaman Ahmad,Chairman, PKSF. Mr. Md. Abdul Karim,Managing Director, PKSFdelivered the welcome speech. Mr. Golam Touhid, Deputy Managing Director (Opertaions), PKSF was the keynote presenter in the seminar. Agriculture scientists, representatives of different Partner Organizations and famers were present at the seminar.
Matia Chowdhury MP,Hon’ble Minister, Ministry of Agriculture graced the occasion as the Chief Guest. She said, there is a need to develop a strong relationship between Government and Non-Government organizations to enhance agricultural production through inventing high yielding varieties of crops as well as introducing appropriate technologies. She urged the NGOs to supplement the government efforts to develop the agricultural sector as the country’s 16 percent GDP comes from agriculture.
Dr. Shelina Afroza, Secretary, Ministry of Fisheries and Livestock was the Special Guest of the programme. She said, modernization of agriculture is needed for the economic development of the country.Dr. Mustafa K. Mujeri, Director General, BIDS, the distinguished Speaker said emphasis must be given on agriculture sector as it has been playing an important role in the country’s macro development. He also said, science-based technology will be the key to future in the agriculture sector. Dr. Zahurul Karim, former Secretary, the distinguished Speaker urged the Government to scrutinize the new technologies before introducing them to the agricultural sector to avoid negative impacts of technologies, if any, in the future.

পিকেএসএফের আয়োজনে নিজস্ব মিলনায়তনে অনুষ্ঠিত এ সেমিনারে সভাপতিত্ব করেন সংস্থাটির সভাপতি ড. কাজী খলীকুজ্জমান আহমদ।
ড. কাজী খলীকুজ্জমান আহমদ বলেন, কৃষি উন্নয়নে দীর্ঘদিন থেকে কাজ করে যাচ্ছে পিকেএসএফ। নব্য ধারার কৃষি উন্নয়নে কৃষকদের সচেতন করা হচ্ছে। পাশাপাশি প্রযুক্তি ব্যবহার বৃদ্ধির মাধ্যমে উৎপাদন বৃদ্ধিতে কাজ করা হচ্ছে। একই সঙ্গে কৃষকদের কৃষিপণ্যের সঠিক দাম নিশ্চিত করতে মাঠ পর্যায়ে সচেতন করা হচ্ছে। তিনি বলেন, সমস্যা কিছু থাকবেই। তবে সমস্যার সুষ্ঠু সমাধান খুঁজে বেড় করে উন্নয়নকে ত্বরান্বিত করতে হবে।
প্রধান অতিথি হিসেবে ছিলেন কৃষিমন্ত্রী মতিয়া চৌধুরী। তিনি বলেন, এক সময়ে হাইব্রিড জাতীয় ফসল চাষের অনেক বিরোধিতা এসেছে। সেসব চ্যালেঞ্জ মোকাবেলা করে আমরা হাইব্রিড জাতীয় ফসলের অধিক ফলন ফলাতে সফল হয়েছি। বিটি ব্রেঞ্জাল নিয়ে বিরোধিতা করা হয়েছে। আমাকে সুপ্রীমকোর্ট পর্যন্ত যেতে হয়েছে।
রবিবার দুপুরে ‘লাগসই কৃষি প্রযুক্তি সম্প্রসারণে পল্লী কর্ম-সহায়ক ফাউন্ডেশন (পিকেএসএফ) গৃহীত বিভিন্ন পদক্ষেপ’ শীর্ষক সেমিনারে তিনি বলেন, কৃষিতে এখন দাদন ও মহাজন শব্দ নেই। কৃষকদের কার্ড করে দেয়া হয়েছে। দুই কোটির বেশি কৃষক ওই কার্ডের সহায়তায় ১০ টাকার বিনিময়ে ব্যাংক হিসাব খুলতে পেরেছেন। এ কার্ডের মাধ্যমে ভর্তুকি এবং বিনা জামানতে বর্গাচাষীদের ঋণ দেয়া হচ্ছে।
তবে দেশে ভূমিনীতি করা সম্ভব নয় বলে জানান মতিয়া চৌধুরী। কৃষিমন্ত্রী বলেন, ভূমিনীতি নয় বরং কম জমিতে কীভাবে অধিক ফলন ফলানো যায়, সেদিকে নজর দিতে হবে। আইন করে কারও ব্যক্তিগত সম্পত্তিতে হস্তক্ষেপ করা সম্ভব নয়। ভূমিনীতি নিয়ে অনেক কথা হয়েছে। এটা করা বেশ কঠিন।
মতিয়া চৌধুরী বলেন, সবাই মিলে দেশের কল্যাণে কাজ করলে দেশ এগিয়ে যাবে। কৃষকদের উন্নয়নে সবাই আন্তরিক হলেই কেবল প্রকৃত উন্নয়ন সম্ভব। সবার চেষ্টায় আজ দেশ খাদ্যে স্বয়ং সম্পূর্ণ হয়েছে উল্লেখ করে তিনি বলেন, খাদ্য শক্তি প্রাণ শক্তিকে বাঁচিয়ে রাখে। প্রাণ শক্তি শ্রমশক্তিকে বাঁচিয়ে রাখে। আর শ্রমশক্তি দেশের মেধাকে বিকশিত করে। এজন্য সম্মিলিত শক্তির বিকাশ ঘটাতে হবে।
তিনি আরও বলেন, দেশের জিডিপির ১৬ ভাগ আসে কৃষি খাত থেকে। এজন্য কৃষি খাতের দিকে সরকারের পাশাপাশি সংস্থাগুলোকেও নজর দিতে হবে।
বিশেষ অতিথি ছিলেন মৎস্য ও প্রাণিসম্পদ মন্ত্রণালয়ের সচিব ড. সেলিনা আফরোজা। বক্তব্য রাখেন পিকেএসএফের ব্যবস্থাপনা পরিচালক আবদুল করিম, সাবেক সচিব ড. জহুরুল করিম, বাংলাদেশ উন্নয়ন গবেষণা প্রতিষ্ঠানের মহাপরিচালক ড. মোস্তফা কে মুজেরী প্রমুখ। মূল প্রবন্ধ উপস্থাপন করেন সংস্থাটির উপ-ব্যবস্থাপনা পরিচালক (কার্যক্রম) গোলাম তৌহিদ।
ড. সেলিনা আফরোজা বলেন, অর্থনৈতিক উন্নতির জন্য কৃষি খাতের উন্নয়নকে প্রধান্য দিতে হবে। মাঠপর্যায়ে কৃষি ব্যবস্থাপনার আধুনিকায়ন করতে হবে। তাহলেই অর্থনৈতিক উন্নতিতে গতি আসবে।
সেমিনারে বাংলাদেশ উন্নয়ন গবেষণা প্রতিষ্ঠানের (বিআইডিএস) মহাপরিচালক মোস্তফা কে মুজেরী বলেন, বর্তমানে কৃষি খাত দেশের সামষ্টিক উন্নয়নে গুরুত্বপূর্ণ ভূমিকা পালন করছে। টেকসই উন্নয়নের জন্য কৃষি ও অকৃষি খাতের সমান উন্নয়ন প্রয়োজন।
সাবেক সচিব ড. জহুরুল করিম কৃষিতে প্রযুক্তি, মূলধন, প্রশিক্ষণ, সঠিক বীজ ব্যবস্থাপনা, প্রযুক্তি যাচাই-বাছাই করে মাঠে প্রয়োগসহ বিভিন্ন বিষয়ের ওপর গুরুত্বারোপ করেন। নব্য কৃষি ধারা সূচনার আহ্বান জানিয়ে ভ্যালু চেইনসহ বিভিন্ন বিষয় তিনি তুলে ধরেন।
সেমিনারে কৃষিতে প্রযুক্তি ব্যবহারের ওপর ভিডিও প্রদর্শন, সফল খামারিদের অভিজ্ঞতা বিনিময় ও উন্মুক্ত আলোচনা অনুষ্ঠিত হয়।

Matia for developing GM crops to boost output
DHAKA, Jan 25, 2015 (BSS) – Agriculture Minister Matia Chowdhury today said the government will intensify its efforts to develop genetically modified varieties of crops to meet growing demand of foods.
“We have to go for GM crop cultivation to boost production from our limited arable land for fulfilling food demand of people,” she told a seminar on “Expansion of appropriate agriculture technology: Experience of PKSF” here. Palli Karma -Sahayak Foundation (PKSF) organized the seminar in its auditorium.
Fisheries and Livestock Secretary Dr Shelina Afroz, Managing Director of PKSF Md Abdul Karim, Director General of Bangladesh Development Research Centre Dr Mostafa K Mujeri, agriculture scientists, representatives of different non-government organizations and farmers, among others, addressed the seminar with chairman of PKSF Dr Qazi Kholiquzzaman Ahmad in the chair.
Deputy Managing Director (programme) of PKSF Golam Touhid placed the keynote paper at the seminar.
Matia said the government is attaching priority to research and development to enhance agricultural production through inventing high yielding varieties of crop as well as introducing appropriate technology.
Agriculture sector is getting high yielding of different crop varieties as the government took initiatives to expand hybrid seeds, she said adding, “There is no alternative to introducing genetically modified varieties of crops to meet our food demand.”
“Our scientists have successfully decoded the genome sequence of jute and developed genetically modified Bt Brinjal,” the minister said expressing her hope the agriculture sector of the country will get a boost because of these landmark inventions of the scientists.
The country has achieved self-sufficiency in food production as the present government has made available all necessary agri-inputs including quality seeds and fertilizers, Matia added.
“Nearly two crore farmers across the country have bank accounts, which will help them to get loan facilities at low interest,” she said.
Dr Mostafa said alongside developing high yielding varieties of crop, traditional agriculture practices need to shift into modern ones to make Bangladesh a food surplus country.
Other agriculture experts said the country has to overcome many obstacles of agriculture sector including storage and marketing
problems of produced crops as well as poor irrigation efficiency to ensure better contribution to national economy.
